First calculate how long it will take for the arrow to reach the target. Then use that time and acceleration due to gravity to calculate how far the arrow will drop during its flight time.
v = d / t
where v = 250 ft/sec, d = 60 ft, t = ? sec
t = d / v
t = 60 / 250
t = 0.24 sec
Now calculate distance a stationary arrow will drop in 0.24 seconds
To do that you need to determine the average velocity of the arrow in the vertical direction
Average velocity = (v1 + v2) / 2
v1 = 0
v2 = g x t where g = 32.2 ft/sec/sec, t = 0.24 sec
v2 = 32.2 x 0.24 = 7.728 ft/sec
Average velocity = (0 + 7.728) / 2 = 3.864 ft/sec
Calculate distance the arrow drops when it travels at average velocity 3.864 ft/sec for 0.24 secomds
d = v x t = 3.864 x 0.24 = 0.93 ft
